Community-Based Justice Initiatives

Yukon Government provides funding and support to nine restorative justice projects in partnership with Justice Canada and First Nations. These projects include conferencing, circles, clan based systems, elders boards, and committees. These initiatives provide support and healing to victims, accused, offenders, family and community members.

Community justice projects are located in Old Crow, Dawson City, Ross River, Haines Junction, Teslin, Carcross, Kwanlin Dun, Watson Lake, and Skookum Jim Friendship Centre.

Teslin Tlingit Council Peacemaker Court – Teslin

 

  • Five Clan Leaders act as an advisory panel to the Territorial Court
  • Separate Peacemaker Court led by Clan Leaders that deals with diversion
  • Based on Tlingit traditions - offenders are accountable to their Clans
  • Peacemaker diversion aims to provide a greater benefit to the victim, society and the offender – it is intended to “repair the harm”

Haines Junction Community Justice Committee – Champagne and Aishihik First Nations, Haines Junction

 

  • Committee is made up of representatives from Village of Haines Junction and Champagne & Aishihik First Nations
  • Made up of six circles: Territorial Court (circuit), healing/talking, circle sentencing, conferencing, diversion and local Justice of the Peace
  • Court support
  • Promotes community healing
  • Facilitates justice at a community level
  • Develops positive relationships within the community
  • Educates the community about justice alternatives
  • Proactive approach to healing with focus on long-term community wellness

  • Ross River Justice Committee (RRJC) is comprised of community members including Elders since 1998
  • Provides community-based justice support
  • Diversion for both youth and adult

  • Facilitates local justice learning opportunities

  • Supports alternative traditional restorative justice

  • Tr’ondëk Hwëch’in assumed community justice responsibilities in 2012/2013 from the Dawson
  • Community Group Conferencing Society
  • Practices the Restorative Justice Conferencing model, within  Tr’ondëk Hwëch’in traditions
  • Pre and post-charge with youth and adults, post-sentence cases and youth under 12
  • Referrals are received from the RCMP, Crown, Court, School and self-referrals
  • Each case is considered on its own merit and criteria is applied to each case
